Information regarding the entrustment of licensing activities and keeping of registers of licensed persons to the Serbian Chamber of Engineers

The Law on Amendments to the Law on Planning and Construction (“RS Official Gazette”, No. 9/2020, hereinafter: the Law), which entered into force on February 12th, 2020, stipulates that a spatial planner license, is issued to the urban planner, architect, urban planner, engineer, architect, landscape architect and contractor on the basis of the passed expert examination, and that, on the basis of the issued decision on the issuance of the license, the registration in the register of licensed persons is made under official duty.

The law also stipulates that the Ministry may entrust the contract with the Serbian Chamber of Engineers to the administrative-professional and technical tasks related to the passing of the professional exam, as well as to keeping the registers of licensed persons and the records of foreign persons performing professional activities.

 

On February 28th, 2020, a contract was concluded between the Ministry of Construction, Transport and Infrastructure and the Serbian Chamber of Engineers, under which the tasks of passing the professional examination and licensing in the field of planning and construction and of keeping the registers of licensed persons are entrusted to the Serbian Chamber of Engineers.


Bearing in mind the aforementioned, we would like to inform you that applications for professional examination and licensing, applications for licensing (for persons who have passed the professional examination according to previously valid regulations), as well as applications for certification of data entered in the register of licensed persons, starting dated February 28th, 2020, shall be submitted to the Serbian Chamber of Engineers.

 

Accordingly, persons who have passed the professional examination before the Law came into force, and who did not submit a license application to the Ministry of Construction, Transport and Infrastructure by February 27th , 2020, will submit the license to the Serbian Chamber of Engineers, and their license will be issued in in accordance with the conditions for licensing (proof of relevant professional experience, proof of professional results and other evidence) that were valid until the entry into force of the Law, and in accordance with Article 51 of the transitional provisions of the Law.


Also, the licensing procedures initiated by the Ministry of Construction, Transport and Infrastructure by the day the contract is concluded will be completed by the Ministry.
