The significance of the project: 

The construction of the Class I State Road “Vozd Karadjordje” will provide the fastest connection between Eastern Serbia and Central and Western Serbia, as well as Corridors E-75 and E-763. In this way, Eastern, Western and Central Serbia will be connected with Belgrade and Vojvodina to the north, and consequently with Central and Western Europe, as well as with the southern parts of the Republic, namely North Macedonia, Bulgaria and, further, the Middle East and Asia. The connection with the route of the E-763 motorway, Belgrade - South Adriatic, would provide the shortest connection with Montenegro and, via the Port of Bar, with Southern Italy, as well as connections with the seaports of the Adriatic and Mediterranean Seas. In addition, the construction of this corridor is of strategic importance for connecting local self-governments, ensuring balanced and sustainable regional development, economically developing the entire territory, and increasing employment and living standards through new investments. This means that the construction of the entire section will have significant economic and social importance. The “Vozd Karadjordje” Expressway, approximately 250 km in length, consists of the following sections (based on the General Design):

Section 1: Lazarevac (Čibutkovica) – Aranđelovac

Section 2: Mali Požarevac – Mladenovac – Aranđelovac

Section 3: Aranđelovac – Topola – Rača – Markovac (connection to the Е-75 motoway)

Section 4: Markovac – Svilajnac - Despotovac

Section 5: Despotovac – Bor

Status of the project: 

As the Project is being implemented in phases, with Sections 1 and 2 constituting Phase I of the Project, the Preliminary Designs have been completed for 82.72 km, which corresponds to the total length of Phase I of the expressway, and a positive Report of the Review Commission has been obtained. The preparation of the design documentation for the preparatory works and preparations for the commencement of construction works are currently underway.

This Phase I consists of:

  • Sector 2, subsection 3: Belosavci – Orašac - Progoreoci, 23.8 km in length
  • Sector 2, subsection 4: Progoreoci – Čibutkovica, 22.02 km in length
  • Sector 3, subsection 5: Mali Požarevac – Orašac, 29.00 km in length
  • Sector 3, subsection 6 : Orašac - Aranđelovac, 7.89 km in length

The technical characteristics of Phase I of the construction are as follows: 3 tunnels with a total length of 2,322 m (4,644 m for two tunnel tubes), 80 bridges with a total length of 9,130 m, 25 overpasses with a total length of 2,218 m, 42 slab culverts, retaining structures with a total length of 5,386 m, 13 grade-separated intersections, 3 parking areas, and 2 rest areas.

1,312,774,094.03 EUR (agreed contract amount for services and works for sectors 2 and 3)

Source of finance: 

The Project is pre-financed pursuant to the Pre-Financing Agreement for the Design and Construction Works for the Construction of the Class I State Road “Vozd Karadjordje” – Sectors 2 and 3, concluded between the Republic of Serbia, “Corridors of Serbia” LLC, and Shandong International Economic and Technical Cooperation Group, Ltd., Ref. No. 05: 48-3598/2026-03, dated 21.05.2026, until no later than 31.12. 2028. Once the necessary conditions have been met, the Project will be financed from the funds provided under the Loan Agreement, from the budget of the Republic of Serbia, and from other sources of financing.

Project description: 

The Project extends from Lajkovac in the west to Mladenovac in the north and Bor in the east. It consists of a two-lane expressway (motorway) with two lanes in each direction, connecting central and eastern Serbia.

On the one hand, it runs in a north – south direction via Mladenovac – Orašac – Aranđelovac and extends to Kragujevac; on the other hand, it connects Lajkovac – Lazarevac – Aranđelovac in an east – west direction, from where it continues towards Rača, Svilajnac, Despotovac and Bor. The road connects to Corridor 11 (A2, “Miloš Veliki” Motorway) in the west near Lajkovac, and to Corridor 10 (A1 Belgrade – Niš Motorway) in the north near Mladenovac and at the central point near Markovac.
