Law on Planning and Construction

In Serbia, since March 1st, a new Law on Planning and Construction is being implemented, which allows for a unified procedure for issuing construction permits for a maximum of 28 days.

The aim of the law is to facilitate the obtaining of licenses and the construction itself, the increase in foreign investments, as well as the recovery of the domestic construction industry.

For the first time in the recent practice, the Law on Planning and Construction follows 28 rules and supporting documents that were adopted within the legal deadline.

A consolidated procedure, or one counter for obtaining construction permits within 28 days, means that all documents that the investor had previously had to procure in institutions and public companies, now local self-government acquire.

The law will be applied in two phases, which means that from March 1st, till the end of this year, data exchange, within the procedure for issuing construction permits, will be possible in paper form with the recommendation to use the electronic form.

In the second phase, from January 1st 2016, all types of communications will be exclusively electronic.

The Law on Amendments to the Law on Planning and Construction is one of the key reform laws that is a prerequisite for improving the business environment and the recovery of the construction industry.
