Based on the Article 43 Paragraph 2 of the Law on State Administration ("Official Gazette" no. 79/05, 101/07 and 95/10), Article 46 of the Law on Civil Servants ("Official Gazette of RS", no. 79/05, 81/05-correction, 83/05-correction, 64/07 and 67/07-correction, 116/08 and 104/09), Article 4, paragraph 2 of the Regulation on principles for internal organization and systematization of work positions in ministries, special organizations and Government services ("RS Official Gazette", no. 81/07-consolidated text, 69/08, 98/12 87/13), Article 4 of the Regulation on the classification of work positions and criteria for work positions of Civil Servants ("Official Gazette" no. 117/05, 108/08, 109/09, 95/10, 117/12), Article 4 of the Regulation on the classification of work positions of employees ("RS Official Gazette", no. 5/06 and 30/06) and Art. 5, 14 and 16 of the Regulation on Administrative Districts ("RS Official Gazette" No. 15/06),

RULE BOOK
INTERNAL ORGANIZATION AND SYSTEMATIZATION OF WORK POSITIONS IN MINISTRY IN CONSTRUCTION, TRANSPORT AND INFRASTRUCTURE
I. INTRODUCTORY PROVISION
Article 1
This Rulebook specifies the internal units, their scope and relation; management of internal units; authorizations and responsibilities of managers of internal units; the way of cooperation with other bodies and organizations; the number of state secretaries and civil servants working on the position and the description of their tasks; the number of work positions for each occupation (for civil servants) and every type of work positions (for employees); titles of work positions, job descriptions of tasks for work positions and professions (for civil servants) or type (for employees) in which work positions are classified; required number of civil servants and employees for each work positions; employment requirements for every work position in the Ministry of Construction, Transport and Infrastructure (hereinafter: the Ministry).
II. INTERNAL UNITS, THEIR SCOPE AND RELATIONS
Article 2
In order to perform tasks within scope of the Ministry, the basic internal units are formed as following:
1. Department for road transport, roads and traffic safety;
2. Department for railways and intermodal transport;
3. Department for air traffic;
4. Department for water transport and navigation safety;
5. Department for construction affairs, implementation of consolidated procedures
and legalization;
6. Department for spatial planning and urban development;
7. Department for housing and architectural policy, utilities and energy efficiency;
8. Department for international cooperation and European integrations;
9. Sector for inspection
Article 3
The Secretariat of the Ministry and Office of the Deputy Prime Minister are established in the Ministry, as special internal units.
Article 4
In the Ministry, the following are formed as internal units outside the sector and the Secretariat: Department for Administration and Administrative Affairs, Project Management Department and Internal Audit Group.
