- Development Plan for Rail, Road, Water, Air, and Intermodal Transport for the Period 2015–2020. General Master Plan for Transport in the Republic of Serbia 2009–2027.- Agreement on Economic and Technical Cooperation in the Field of Infrastructure between the Government of the Republic of Serbia and the Government of the People's Republic of China.- Commercial Contract for the design and construction works of the bypass around Užice – relocation of part of the route of state road IB category No. 28. By Government Conclusion of the Republic of Serbia dated April 28, 2021, the Project was declared of special importance for the Republic of Serbia.- Direct contracting based on the intergovernmental agreement between the Government of the Republic of Serbia and the Government of the People’s Republic of China.
The construction of the future bypass will create a new connection between state road IB category No. 28 (Užice–Zlatibor) and state road IB category No. 23 (Užice–Kadinjaca–Bajina Bašta).
The Construction Permit Desgin (PGD) is currently in progress. Geotechnical investigation works for the Đetinja River bridge and the remainder of the route, necessary for the Main Design, have been completed. The works on the construction of the access road to the bridge over the Đetinja River have been completed. The total physical realization is 16,2%.

The bypass is classified as a two-lane road, with a total length of 4.85 km, featuring its most significant and complex structure—an arched bridge over the Đetinja River, approximately 265 meters long. The design speed is 60 km/h. The total length of the bypass is approximately 4.85 km. The planned bridge structures include: Six bridges and two overpasses are planned, with a total length of approximately 840 meters. The most significant among them is the bridge over the Đetinja River, approximately 265 meters long. Due to the terrain configuration, foundation specifics, and the chosen type of structure (an arch bridge over 40 meters high), it will represent a very complex construction endeavor. Out of the three preliminary designs proposed for the bridge over the Đetinja River, the selected option is a classic arch bridge. Approximately 1.6 km of retaining walls are planned. The project includes two at-grade intersections—Sinjevac and Volujac—as well as one grade-separated interchange, the Surduk loop, which will provide connections to Užice and the direction toward Zlatibor. This interchange is planned at the location of an old open quarry, characterized by very steep access road gradients and the construction of a gallery. The terrain configuration, road elevation profile, and longitudinal slope have required substantial cuts, embankments, and supporting structures. The protection and relocation of 23 power installations, as well as a large number of telecommunications installations, are planned. In general, the route is laid out through cuts, partial cuts, and embankments of highly variable heights. Given the very steep terrain slope and high local drainage along the route, several serious landslides have been identified. In accordance with the Preliminary Design Report (IDR), these have been addressed by incorporating bridge structures to ensure the safest possible alignment of the route.
